libfido2: Fail to build against OpenSSL 3.0

Bug Description

Hello,

As part of a rebuild against OpenSSL3, this package failed to build on one or
several architectures. You can find the details of the rebuild at

We're planning to transition to OpenSSL 3.0 for the 22.04 release, and consider
this issue as blocking for this transition.

For your tests, you can build against libssl-dev as found in the PPA
schopin/openssl-3.0.0

There are quite a few commits in the upstream master dealing with the OpenSSL 3.0
compatibility, the list is there:

Looking at both the commit logs and the build log, we could probably just add -Wno-error=deprecated-declarations -Wno-error=discarded-qualifiers as a workaround.

The version currently in -proposed (1.9.0-1) includes the OpenSSL3 upstream support.
