Bug Description

Please MIR libexttextcat as it is needed to build LibreOffice -- otherwise LibreOffice would need to use its own build of it increasing installsize.

As per https://wiki.ubuntu.com/UbuntuMainInclusionRequirements: Rationale, Security, Quality assurance, UI standards, Dependencies are already covered as no additional code is moved to main -- the same code has been build already inside the LibreOffice package before.
Standards compliance, Maintenance: package is actively maintained by Rene Engelhardt (LibreOffice maintainer) at debian.

Sure, trivially approved because the code was in main before and the packaging is maintained in Debian.

This build-depends on obsolete automake1.7. So the package needs to be fixed to use automake first.

Seems like libexttextcat depend on and libtextcat package with exactly the same version number. Either we change that (how do we sanely represent a "almost same version" dep without specifying it manually?) or we bump libtextcat up to the same version too.
