Bug Description

If you don't have a /var/lib/popcon/all-popcon-results.txt.gz and call
  ept-cache info

ept-cache says:
Popcon: disabled. To enable it, download http://popcon.debian.org/all-popcon-results.txt.gz
in /var/lib/popcon/ and run 'ept-cache reindex' as root

It should be http://popcon.ubuntu.com/all-popcon-results.txt.gz instead of http://popcon.debian.org/all-popcon-results.txt.gz in Ubuntu.

ept-cache:
  Installed: 0.5.26ubuntu3
  Candidate: 0.5.26ubuntu3
  Version table:
 *** 0.5.26ubuntu3 0
        500 http://de.archive.ubuntu.com karmic/universe Packages
