Please sync libde265 1.0.12-2

The sync is needed to bring in autopkgtest for libde265 required by the MIR application.

The archive currently contains libde265 1.0.12-1build1 which is a rebuild of debian 1.0.12-1 [1].
The package builds in the ppa[2] on all supported platforms.

The differences between 1.0.12-1 and 1.0.12-2 are attached and contain only changes to debian/rules and debian/test/* required for the build test and autopkgtest.

The autopkgtest passes on all platforms:
