Bug Description

All Xenial libconfig arm64 packages (1.5-0.2) are randomly missing (load balancing server missing files?) from http://ports.ubuntu.com/ubuntu-ports/pool/universe/libc/libconfig/:

E: Failed to fetch http://ports.ubuntu.com/ubuntu-ports/pool/universe/libc/libconfig/libconfig9_1.5-0.2_arm64.deb 403 Forbidden [IP: 91.189.88.151 80]

E: Failed to fetch http://ports.ubuntu.com/ubuntu-ports/pool/universe/libc/libconfig/libconfig-dev_1.5-0.2_arm64.deb 403 Forbidden [IP: 91.189.88.151 80]

We started noticing this with our CI server (Ubuntu 16.04.6 LTS, arm64) around April 12th.
