Sound effects (alert, warning, etc.) not functioning

My sound effects do not function except for the login sound.

They work in the sound preferences but not otherwise.

Hey.
I can not log into launchpad so:
GRUB seems to be defect: It shows the last 3 kernels (26.9, 26.7), though they are not installed. And though I do configuration via Startup manager, the startup manager does not effect the grub. Please fix that.
