Yakkety and Xenial have already been released. Packages do not get updated after release. Specific critcal bugs can be fixed through the Stable Release Updates (SRU) process.

However, in the case of libav, this package was removed from Ubuntu after the vivid release, in favour of ffmpeg. Perhaps you can use that library instead?
