libav-tools unpacks with dpkg errors

Installing libav-tools on utopic produces a dpkg error. Perhaps a regression of https://bugs.launchpad.net/ubuntu/+source/libav/+bug/1315672

it's actually not a regression, it's a duplicate. I'll see that I fix #1315672 soon. marking as duplicate for now
