Michael is there a reason why apt-index-watcher is being removed? I can confirm this bug also.

I don't have that adept problem (anymore)
Adept version: 2.1.2ubuntu7
debtags version: 1.6.6ubuntu3

The changelogs of debtags show that it no longer depends on apt-index-watcher

debtags (1.6.0) unstable; urgency=low

  * Redesign with new libept.
  * New update algorithm, finally getting rid of apt-index-watcher and
    allowing to integrate custom tag sources more easily.
  * Updated Standards-Version.

and

debtags (1.6.3) unstable; urgency=low

  * Conflicts with apt-index-watcher.

It seems that apt-index-watcher is no longer needed. the updated libept should build indexs now.

Marking fixed, as apt-index-watcher is no longer in use. From a debian bug report:
"apt-index-watcher has finally disappeared, and the new libapt-front
isn't building it anymore.

We implemented a better index update mechanism in libept, and
updated libapt-front to make use of it.

apt-index-watcher has been replaced by a better system which does not
have all of its problems, and we got rid of its bugs."
