i have tweak this package at debian/control file:
Build-Depends: cdbs, debhelper (>= 4.1.0), apache2-dev, libtool

Thanks for your interest in this package! This bug has been "fixed" by removing the package itself from the archives, so I close it to reflect its current status. In order to get a new package to provide its features, I left a comment on bug #145065.
