ldc package not available on Ubuntu ppc64el

Some packages are being removed from 17.10 archive, as libundead, because it depends on package 'ldc' that is not enabled on Ubuntu/ppc64el.

This package is available in Debian but, for any motivation, not on Ubuntu.

On Debian unstable I see:

unstable ? ~ apt-cache madison ldc

On Ubuntu 17.10 I see:

Build-depends on itself, and thus needs a manual bootstrap on arm64 and ppc64el

(arm64 is a different issue; ldc isn't built for arm64 in Debian yet, and seems to currently fail. When it's built and we have a sufficient version in Ubuntu then we can bootstrap that too.)
