Thanks for taking your time to report this issue and help making Ubuntu better.

Marking confirmed based on the links to filelist, and I see that the issue is also present in Impish. I'm not sure what caused this, I tried a simple rebuild but still ended up with missing files. Might be something related to the build process or when adding files to the package at the end

Hi, this seems to have something to do with `debian/compat` file. There are warnings during building about version 9 being deprecated, so I changed it to `10` and applied the attached patch to `debian/rules` and have a working package. I know nothing about debian packaging so this may be the wrong patch, but it will point people in the right direction.

The fix is released in Debian unstable, not in Ubuntu (not even jammy).

I haven't tested it, but the new package version is in Jammy? (https://bugs.launchpad.net/ubuntu/+source/lbzip2/2.5-2.2) I think the janitor autoposts messages for closed bug reports when packages migrate from -proposed to -release.
