Laptop mode off after boot, on after resume

Bug Description

Binary package hint: laptop-mode-tools

After boot, laptop mode is off (cat /proc/sys/vm/laptop_mode: 0). After a hibernate/resume cycle, laptop mode is on (cat /proc/sys/vm/laptop_mode: 2)

Expected: Laptop mode state is the same after boot and after resume.

What happened instead: Laptop mode is changes from state 0 to state 2 after hibernate/resume cycle.

Getting same issue on Ubuntu 10.04 Netbook edition, linux kernel version 2.6.32.23-generic. Processor is an Intel Atom CPU, as I'm, on a eMachines em350 netbook (though it is pretty much a rebranded Acer Aspire One 532). The state on boot whilst on battery power is set to 0, when it should be 2, though checking whether laptop_mode is enabled shows that it is enabled and active (as I had set the options as such)
