69-language-selector-zh-tw.conf does not available after installation

Bug Description

Series:
Ubuntu 11.10 (oneiric)

Reproduce Steps:
1. Use Chinese (Traditional) as installer language to install Ubuntu with live media (For example, i386.iso live CD)

Expected Result:
You have 69-language-selector-zh-tw.conf file on your system, and your Chinese characters are showed with WQY Micro Hei instead of WQY Zen Hei.

Actual Result:
After installation, your system will have no 69-language-selector-zh-tw.conf although it should do. (It does have the conf file at 11.04, 10.10, 10.04...etc)
