language-selector doesn't allow to change system language

Bug Description

Binary package hint: language-selector

After updating from Ubuntu-9.10 to Ubuntu-10.04 LTS system language changed from Russian to English. Using gnome-language-selector doesn't allow to change system language back to Russian (options are grayed out see the attachment). Russian language support is installed, but every launch language-selector reminds that language support is not installed completely - language-support-input-ru isn't installed. But the latter can't be installed since there isn't such a package for lucid.

The bug is very similar, but it has some peculiarities.
Firstly, it doesn't depend on Russian language or installation of Russian language support.
Secondly, it doesn't allow to select any other language but English (US).
It doesn't depend on availability of other languages support packages. The same behavior is with only English language support installed or any other added.
