Drag language items fails on 17.10

Bug Description

On 17.10 I can't drag a language item upwards to make it the current display language. The UI works partially, i.e. I can drag the top item downwards, and I can also drag the "English" item downwards, so if you are patient enough it's possible to work around the problem.

This issue is present with GNOME shell. If I install unity-session and switch to Unity, the language-selector-gnome UI works as usual.

This issue is still present on 18.04, but it proved to be Wayland specific. The gnome-language-selector UI works as expected if I log in to Ubuntu with Xorg. The fact that Xorg will be default in 18.04 reduces the urgency of this bug.

Tried this with Ubuntu on Wayland on 20.04. The issue seems to be gone. Closing.
