Bug Description
Ubuntu Trusty Desktop amd64 20140414
TEST CASE:
1. Install Ubuntu Trusty Desktop without a network connection and in German
2. Proceed with installation and reboot
3. Login and wait for the notification for missing language support.
ACTUAL RESULT:
Locale is set to German, and desktop is partially installed in German and user is notified to install missing language packs. But missing language packs installed are English packs, and nothing German.
EXPECTED RESULT
German langpacks are proposed and installed.
