build touch langpacks from delta LP exports

Bug Description
For daily vivid language packs we cannot rely on daily full langpack exports any more. langpack-o-matic should become able to build daily touch packages from delta exports. In that case the translation thresholds would be ignored entirely, and we only update the packs that already exist.
Then we request a full export every two weeks or so.

Turns out building touch langpacks in update mode already works, I fixed that a while ago.
I re-enabled the vivid cronjob, and generated the first update into the langpack PPA: https:/ /launchpad. net/~ubuntu- langpack/ +archive/ ubuntu/ ppa/+index? field.series_ filter= vivid
This includes the touch langpacks.
