Install creates invalid locale "en-XX"

Bug Description

Installing Ubuntu-dapper-flight6 from the install iso, I selected Esperanto as the default language. (American English keyboard)

After the install completed, the /etc/environment file contained LANGUAGE and LANG settings with an invalid locale, "en_XX", which should have been "eo_XX".

I'm not sure which package creates these entries in /etc/environment.

Ubuntu better. You reported this bug a while ago and there hasn't been
any activity in it recently. We were wondering if this is still an issue
