/var/lib/locales/supported.d should reside in /etc

Bug Description

Binary package hint: language-pack-en-base

Catalogs of locales (/var/lib/locales/supported.d/*) to be generated should IMHO reside in /etc and be subjected to the same rules as other configuration files (be tagged as configuration file). What I mean is if administrator changes locales to be generated it should preserve (or be asked not to be) even after language-pack-*-base is installed or upgraded.
