reconfigure locales is NOT documented, man pages are wrong...

Bug Description
on KArmic 9.10 I need C, POSIX, fr_FR and en_FR with utf8 and ISO-8859-15
dpkg-reconfigure locales does nothing
dpkg-reconfigure localepurge does weird things, but let en_ZW.utf8
man pages are useless or outdated, probably due to undocumented ubuntu changes
Nothing in release notes, ubuntu search just googles and report obsolete stuff
Please, either document in manpages or anywhere *inside* packages, howto do this, or fix the packages to behave as documented in the man.

This is not duplicate of the other bug.
I am speaking about DOCUMENTING the changes made on tools, whereas the other is about behavior of tools.
The only way i found to have the desired locale is to edit files in locales/ supported. d
/var/lib/

btw localpurge does not purge /usr/lib/locale correctly, for example it keeps en_ZW even if i did not checked it. (maybe i should fill another bug against localepûrge ?)
