kwin_x11 still running after logging out

Bug Description

Recently upgraded to Kubuntu 20.10 with KDE 5.19. If I log out from one user and try to log back in, I am unable to. I am then also unable to shutdown the computer.

When I logged in over ssh, I noticed that the process kwin_x11 was still running under that user.

If I kill the kwin_x11 process from another computer, I am able to log back in to that user.
