Double click on window title ignored

I set my Window Title Bar Action to "shade", my Focus to "click". My double click interval is set to "400 ms".

In about 60% of all tries, double clicking on the title bar of any window will not shade or deshade it.

It does not matter if the window had focus or not, or if it became in focus through a previous click or Alt-Tab.

I expected to set some metadata, but the tool won't.

So I need to add that I'm using Kubuntu 16.10, the window manager is kwin.
