(Dapper) Same reaction whatever option choosen in Desktop>Windows behavior>Actions in title bar

Bug Description
Hi everybody,
I have detected two bugs (closely linked) in kde-guidance (Dapper) about windows configurations.
When you go to :
Desktop>Windows behavior>Actions in title bar (I'm translating from french, so, maybe not exactly those names in english) :
1- (first bug) Wheel on the title bar :
Whatever configuration you choose here, the result is the same = it places the windows under/above.
2- (second bug) First of all, set the desktop borders to "always activated" (in the advanced menu) and then,
- change the settings in "Wheel on the title bar" (whatever you choose)
- result = the configuration in "advanced menu" (Desktop borders) changes (without touching it) to "only when moving windows". And of course, same result as I described above in 1).
(it seems not to change if you had not set to "always activated".

I can confirm the "active desktop borders" bug. On at least three separate installations (dapper and edgy), selecting "always enabled" will work, and had the desired behaviour.
But...when going back into the settings at a later time, the "only when moving windows" option is selected (but not applied).
It seems that the code that reads the current value of the this setting and renders the dialog is broken and fails to see the actual setting, instead just displaying a default option.
