At which milestone was this first noticed?  Is it believed to be a
regression from 7.10?

I believe so. I was running 7.10 on this machine previously and upgraded when Hardy went Beta. I didn't notice this behavior before then. I even did another 7.10 installation to confirm, and it did not have this behavior. I tried to find some earlier alpha ISO's, but have not had any luck with that yet.
