Plasma and Cinnamon cannot be installed completely on the same system

Bug Description

On a system where Plasma is fully installed (including the kubuntu-settings-desktop package) Cinnamon cannot be installed without removing some Plasma package:

# apt install cinnamon-core

This is new in Ubuntu 23.10/mantic. Packages were compatible in previous Ubuntu releases.

Would it be possible to have Plasma and Cinnamon to be compatible again?
