Static Launch Feedback not consistent with convention

Bug Description
I believe the static feedback cursor with Kubuntu is inconsistent with almost all other Desktops and OSes. This leads new users to believe the system is stuck or broken when launching an app.
This is a tiny change that give the feedback I believe customers have come to expect.
How to recreate

Click on the Firefox Icon in the panel to launch it.
Watch the cursor show a small presentation to the bottom-right of the cursor. There is no motion within the cursor image itself.
Why should we reconsider
=======
Users are taught from convention that a cursor showing motion when launching an application or showing other processing is good. Consider the flipping or spinning hour glass, or the spinning beach ball. When these are moving, the user is reassured that something is going on. When these stop moving, they are conditioned that the results are not good. For this reason, it may be worth reconsidering this default. I believe all other KDE desktops (such as KDE Neon, and Jammy Ubuntu Studio, etc) also default to this.

Hi Rik, of course this is opinion. The prior decision to override the KDE default was also driven by an opinion. However, I feel the team at KDE have excellent UX designers these days, and as professional UX designer as well, I agree with their assessment.
This appears to be the only adjustment of substance in /usr/share/ kubuntu- default- settings/ klaunchrc. Deleting this file reverts to the KDE default behavior with the animated launch feedback.
