Bug Description

kubuntu-notifications-helper has the job of watching /var/crash and launching apport should any crashes appear

it currently runs "/usr/bin/python" << "/usr/share/apport/apport-checkreports"
which is broken since apport moved to python3

won't backport fix, apport is turned off post release for sending reports to launchpad and although it can still send reports to whoopsie we don't use that in our releases so far
