KDE network settings window is too big

Bug Description
In Kubuntu Dapper Flight 1 (but the same problem was also in Breezy), the
network setting window in too tall on my laptop (1024x768 resolution). The only
way to be able to see the "Administrator Mode" button at the bottom of the
window, is to move the default bottom KDE panel to the left of my desktop, to
remove the toolbar in the network settings window, and then to resize the
network settings window as much as I can. Then I will barely be able to access
that essential Administrator mode buttom.
For some unknown reason there is a large area of estate in the middle of that
network settings window that has a fixed size such that the whole window cannot
be resized smaller than a certain size (which seems to be close to 768 pixels on
my screen)
