This issue is video related I believe, and won't impact 18.04.5 release - so I'm just recording for purposes so I can move to next test.. as I type this, the diagonal images are static, however as the cursor moves to the next 'line' in the browser page, the effects change briefly..
it's flashing on major changes of display images, and would be difficult to use, possibly risky if user is prone to seizures...

reboot, greeter has a weird wrong-looking-logo/image above username but I'll ignore it
logged in and weird graphics on background... nvidia issues I bet..
install looks good ...but issues with video, weird strobe/flashing effect as detail on screen is re-drawn.. I'll file bug for records
I've take some photos .. will upload to bug report later..
I logged out & this time I have a KDE logo in the image / above my username! I had no idea that was the image last time (it was so corrupted, and blue wasn't a color in it pre-login)
