Kubuntu 19.04: Missing ~/.gtkrc-2.0

Bug Description
After installing Kubuntu 19.04, GTK programs (Pidgin in my case) did not run with the Breeze theme as expected. I noticed that the file ~/.gtkrc-2.0 did not exist.
So I opened Settings --> GNOME/GTK Application Style, making any change, and setting it back to original value, then hitting "Apply" created the file and GTK applications appeared correctly. I imagine the file should be created automatically during the installation?
