Bug Description

Ways to reproduce bug:
1) Log in to a session that uses the GTK engine for themes (Gnome Flashback, Unity, etc.).
2) Change the theme to the desired theme. Change the icon set.
3) Log out, and log back in to a KDE session.
4) Log out, and log back in to a session that uses the GTK engine.

Effects of the bug: (In a nutshell, KDE settings are "sticky")
Theme changes to KDE's default theme in gnome sessions, and to change them, one can't use gnome-control-center or anything to change the GTK theme, but one has to go to KDE's settings to change the theme from oxygen to "GTK", and in the GTK tab change the theme to the desired one. Also change the cursor there from oxygen to DMZ-White, and icon set to the desired one. Metacity is not affected.

---Ubuntu-version---
Description: Ubuntu 14.04.1 LTS
Release: 14.04
---kubuntu-desktop-version---
kubuntu-desktop:
  Installed: 1.308.1.1
  Candidate: 1.308.1.1

---Expected-result---
I expected Kubuntu's settings to only occur in KDE.
---Reality---
Instead, KDE's settings stick session-independent user-wide

My-bad! Its GTK/icon/cursor themes that don't change. Metacity themes are the only ones that change!

I *think* I have found the source of the problem. It is not gnome-control-center. I's KDE's settings that tend to "Stick".

affects: gnome-control-center (Ubuntu) → kubuntu-meta (Ubuntu)
