Hotkeys are not working after an upgrade

Bug Description

I'm busy with an upgrade from 6.10 to 7.x and I noticed that some of my shortcuts are not working anymore.

All shortcuts from the file $HOME/.kde/share/config/khotkeysrc are not working anymore. And I understood there isn't a way to restore these shortcuts, other then reapplying them via the control center.

Wrong package.
It is more than likely that the khotkeys thing degenerated. It was largely unmaintained in KDE 3 and thus such issues were unpreventable anyway.
