Placeholder bug to MIR bin:krb5-user (src:krb5 is in main already).

I don't believe MIR is required for binary packages unless they have been excluded from main for a reason as part of a prior MIR. You should only need to seed it.

I asked security and they said they would prefer a MIR in this case
