update notifier does not work as intended

Bug Description

Binary package hint: update-notifier-kde

the update notifier in Kubuntu Karmic does not work as intended. It does not show up when updates are available. If the user checks for updates manually, via commandline (sudo apt-get update, sudo apt-get upgrade) the update notifier pops up a message that there are updates availabe AFTER the user has installed them manually (via terminal).

Additionally the notification about updates pops up and disappears much too fast. This leads to situations that the user can not react fast enough on this message. Result: no updates. Also because the message is away then and the user will not get it again.
What if when the user is away from the screen? He does not see the message - result: no updates.

setting the system notification to "do not hide messages" is a workaround but no satisfying solution, as this also affects other messages like copying files, messages from Kopete and so on.

Please think about re-implementing the icon-messages known from Jaunty, which worked perfect in any case and scenario.

I also suffer from this.... I do not even notice anything, I see no pop up : that's really as if there was no more notification !
Also, killing the update-notifier-kde process and then launching it from command line does not help and does not show anything in the task bar...
