Bug Description

The build failure is caused by failing unit tests, and this is relevant:

/<<BUILDDIR>>/kodi-19.0+dfsg1/obj-aarch64-linux-gnu/kodi-test: error while loading shared libraries: libvchiq_arm.so: cannot open shared object file: No such file or directory

Note that the same version built successfully in Debian unstable.

Please fix this bug. Kodi is needed on Raspberry Pi for both armhf and arm64.
Raspbian bullseye builds Kodi normally.
