Missing /{etc,run,lib}/modules-load.d support in kmod Upstart job

Bug Description

Although Debian’s SysVinit script /etc/init.d/kmod reads *.conf files from /etc/modules-load.d, /run/modules-load.d, and /lib/modules-load.d, this script is replaced in Ubuntu with the Upstart job /etc/init/kmod.conf, which doesn’t support these directories.

This may affect these packages which install such *.conf files:

cryptmount: /etc/modules-load.d/cryptmount.conf
cups-filters: /etc/modules-load.d/cups-filters.conf
fuse: /lib/modules-load.d/fuse.conf

and also confuses users who try to add their own.
