[FFe] KDE PIM 19.12.3 into Focal archive

This bug report is a Feature Freeze Exception for the KDE PIM suite from KDE Applications 19.12.3 (updated from 19.04.3).

The releases since KDE Applications 19.04.3 are the following:

We currently have this ready to land in

This update is a move to the mature and final bugfix update for the KDE Applications suite version 19.12 1st released in December. The stable 19.12 branch has been tracked by our CI builds in our stable CI PPA since the beta was branched.

While there do not appear from testing to be any serious regression in the suite, should any be discovered (PIM is a big beast) we will commit to fixing or mitigating any that may occur as best we can before before release, or as a post release SRU.

The PIM stack is no longer seeded by default in our ISO.
