I have the same problem.
You can still use kgpg by running kgpg -k in a terminal, but it's pretty annoying.

Once you get the kgpg UI displayed, uncheck the box that says "use
gpg-agent" and you should be able to get more or less normal operation
out of it.

I tried a different fix I'd seen involving a startup script to make sure
gpg-agent starts and a shutdown script for gpg-agent.

Not quite sure what happened, but I lost access to Eudora/Thunderbird
and Firefox as soon as I tested it. I removed everything, simply
unchecked the gpg-agent box, and kgpg now starts normally on startup and
peacefully coexists with everything else in the System Tray.

YMMV.

Hi there!

Thanks for reporting this bug! Your bug seems to be a problem with the KDE program itself, and not with our KDE packages. While we appreciate your issue, it would be better if it was tracked at https://bugs.kde.org, so that the KDE developers can deal with this speedily and have direct communication with you as the reporter for more effective debugging.

Thanks!
