Intel graphics flicker like crazy in Groovy

Bug Description

As I can't login at the moment using gdm3 I've switched to sddm. When waking up from lock the password screen flickers like crazy. I've also noticed a lot of flickering when the sys tray icons produce popups.

It on a laptop with Intel Z36xxx/Z37xxx graphics, kernel 5.8rc4 and X

Using Ubuntu desktop and GDM3 the flickering doesn't occur (but I can't log back in from lock). Using any other DM and DE the flickering occurs.

It appears unrelated to compositing as I've tried it with and without compositing enabled.

It's weird as other reports of flickering seem to observing flickers at all times while my issue only occurs on the lock screen and popups from system tray icons.

I see a fix has been applied to 5.4.0-37-generic which hasn't percolated down yet. Has this fix been pushed to 5.7 and 5.8?
