Keystone's precise dbconfig uses incorrect case for roles.

Bug Description

The recently merged packaging dbconfig uses "Admin" rather than "admin" during role creation.

I should probably have mentioned, nova checks these roles in a case sensitive manor.

Using the wrong case means the roles simply will not work..

We no longer create roles/tenants/users during package installation and instead defer this configuration to users.
