Bug Description

Oauthlib is our package of choice rather than oauth2, we should look at porting keystone to use oauthlib.

I believe we work around this with a patch, and upstream has fixed imports so oauth2 is only required when using the oauth extension. Can we close this now, Chuck?

Not sure if we want to merge these two bugs or not, but upstream this issue is tracked in bug 1240382

Though python-oauthlib is listed as a build depends, not sure how current keystone saucy packages make use of it at runtime without https://review.openstack.org/#/c/82401/ ?
