us:intl selected instead of plain us

Bug Description
I have installed Feisty on two very different machines and both have the same issues.
Many punctuation characters need to be typed twice before the appear resulting in the correct character, but not in ASCII. This happens while using almost any medium including this site. I installed from the alternate disk, one was 64 bit the other 32 bit.
This is an example [´¨~`^]. They seem to be characters used in the Latin character sets.
This happens even on virtual terminals and xterms.

What sort of keyboard are you using, and what keyboard is set as your default in System -> Preferences -> Keyboard, in the Layouts tab?
