kexec linux hangs

Bug Description
Binary package hint: kexec-tools
sudo service gdm stop
wget http://
sudo kexec --load linux
sudo kexec -e
On the console I see
[300.123] Starting new kernel
then the box hangs, caps lock light flashing.
I tried using netconsole, nothing got logged.

I've seen this on EFI based systems with older kernel versions. It worked with the base kernel in utopic. If anyone has any more information that could potentially point me to a solution that doesn't require a kernel change that would be preferred.
