make-kpkg generates unusable linux-headers package

Bug Description

There similar earlier bugs, but apparently in kernel 2.6.27 something has changed again and make-kpkg fails again.

Steps to produce:

- unpack ubuntu 8.10 (ibex) kernel
- make changes and try to build deb packages with 'make-kpkg'
- dpkg -i headers & images

This works fine on local machine which has the source tree, but if you move the *.deb packages to another machine and install the kernel and headers, the result cannot be used to compile modules.

Attempts fails on some missing file ".../arch/x86/Makefile_32.cpu"

There are some earlier bug reports concerning "Makefile.cpu". These have been fixed, I guess the same fix needs to be installed using a new name....?

Confirmed on Intrepid running 2.6.27-9-generic. This appears to be the same bug as https://bugs.launchpad.net/ubuntu/+source/kernel-package/+bug/195673

The fix seems to be the same as before: link asm to asm-x86, and link Makefile_x86.cpu in the custom-built kernel headers to the appropriate file in the stock (2.6.27-9-generic) one.
