Intel wifi recurring failures

Bug Description
After the upgrade to 17.04, the intel wifi driver frequently fails and requires a reboot to become usable again, I can only use wifi to connect to the internet with this laptop.
This repeats over and over until the next reboot;

This is a critical/crash level bug as it frequently results in the system being unusable and causes reboots to hang or take a long time to complete (multiple minutes).
Bluetooth is also affected, making it frequently erratic or completely unusable, which is even worse as I use a bluetooth mouse.
