Spurious dependency on ipvsadm

Bug Description

Binary package hint: keepalived

It is quite common to use keepalived for its VRRP implementation only, and in such setups the dependency on ipvsadm is completely pointless.

I therefore suggest the dependency be demoted to a suggests.

All right:

1) I ran "apt-get install keepalived"
2) I expected keepalived to be installed, but not ipvsadm
3) the actual behaviour was that keepalived was installed (as expected) and that ipvsadm was pulled in as a dependency.
