synaptic fails to install two packages ~ quanta dependancy

Bug Description

1) OS Release: Ubuntu 9.10 (karmic)
Kernel: 2.6.31-16-generic (#53-Ubuntu SMP Tue Dec 8 04:02:15 UTC 2009)
GNOME: 2.28.1 (Ubuntu 2009-11-03)

2) Synaptic: 0.62.5

3) & 4) Selected Quanta to install in the Synaptic, and it checked automatically the dependancyes. Downloaded, but failed when tried to install it.

Maybe there is a clue: it couldn't write over those packages? (screenshot attached)
