kded using 100% cpu (on kmail start) can not access kwallet ; kwalletmanager shows 0 passwords

Bug Description

I started kamil as always.
It hanged, kded was using 100% cpu, had to kill -9 it.

Now when I start kmail it doenst ask for kwallet password, just assumes there are no passwords in it;

When i start kwalletmanager I see empty window - 0 wallets (there where 2)

After reboot all works.
So the actual problem i s

- why kded / kpassword had problems in the first place

- why problem lead to 100% cpu usage for infinite time (instead some timer to try to restart the service or just "timeout")

- why later kwalletmanager is unable to report a problem in sane way (like "I cant connect to kwallets!") and to restart the service/whatever but instead shows no wallets

kded is not part of kdeutils? Where it should be reported then? Please move as needed

This problem occured yet again.

I was just using kmail, and suddenly it asks me to enter password for server, I restart it and again.. I open kwalletmanager and I see 0 wallets....
