As a temporary work around, I've done the following.
1. Install KDE
2. Log in to KDE, and open the settings manager
3. Change icon theme
4. Log out and back into Gnome. All KDE apps now have correct icons.
The bug is still present, but at least the symptoms can be addressed this way.
